The<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>four<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>steps were<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>implemented<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>for<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>each of<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>the<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>18<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>units as follows:<\/SPAN><\/SPAN><\/P>

  1. For Step 1, we used<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>comprehensive hard-soft substrate maps developed by<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>PIFSC (PIFSC<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>2021) to delineate soft vs.<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>hard substrates, leaving<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>only<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>hard substrate areas within<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>the combined depth ranges<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>of<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>all listed species<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>in<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>each<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>unit for 16<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>of the 18 units.<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>For Wake Atoll, we used the<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>substrate map from PIBHMC (2021). For French Frigate Shoals, we used the geomorphological<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>structure component of the<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>maps developed by<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>NCCOS (2003).<\/SPAN><\/SPAN><\/P><\/LI>

  2. For<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>Step<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>2,<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>we<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>started<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>with<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>the<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>hard<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>substrate<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>areas<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>identified<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>in<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>Step<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>1,<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>then<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>distinguished<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>unsuitable<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>vs.<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>suitable<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>hard<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>substrates.<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>Many<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>hard<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>substrates<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>are<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>unsuitable<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>because:<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>(1)<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>highly-fluctuating<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>physical<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>conditions<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>cause<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>extreme<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>changes<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>in<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>water<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>quality<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>(e.g.,<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>shallow<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>pavement<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>and<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>rubble,<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>especially<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>on<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>reef<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>flats);<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>(2)<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>channels)<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>or<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>unstable<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>substrate<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>(e.g.,<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>rubble);<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>or<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>(3)<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>flat,<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>low-relief<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>of<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>these<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>areas<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>left<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>suitable<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>hard<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>substrates,<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>including<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>spur-and-groove,<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>individual<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>patch<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>reef,<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>aggregate<\/SPAN><\/SPAN> <\/SPAN><\/SPAN>reef,<\/SPAN><\/SPAN>
