<idAbs>&lt;DIV STYLE="text-align:Left;"&gt;&lt;DIV&gt;&lt;DIV&gt;&lt;P STYLE="margin:0 0 11 0;"&gt;&lt;SPAN&gt;Critical habitat for the Arctic subspecies of the ringed seal includes marine waters within one specific area in the Bering, Chukchi, and Beaufort seas, extending from the nearshore boundary, defined by the 3-m isobath relative to mean lower low water (MLLW), to an offshore limit within the U.S. Exclusive Economic Zone (EEZ). The boundary extends offshore from the northern limit of the United States-Canada border approximately 90 km to 70°26'19'' N/140°11'21'' W, and from this point runs generally westward along the line connecting the following points: 70°55'35'' N/142°33'51'' W, 70°53'25'' N/144°37'19'' W, 71°1'22'' N/146°36'55'' W, 71°17'21'' N/148°34'58'' W, and 71°20'8'' N/150° W. From this point (71°20'8'' N/150° W) the boundary follows longitude 150° W northward to 72°20'4'' N/150°W, then extends westward to 72°20'4'' N/153° W, then follows longitude 153° W northward to the seaward limit of the U.S. EEZ, and then follows the limit of the U.S. EEZ northwestward; then southwestward and south to the intersection of the southern boundary of the critical habitat in the Bering Sea at 61°18'15'' N/177°45'56'' W. The southern boundary extends southeastward from this intersection point to 60°7' N/172°1' W, then northeastward along a line extending to near Cape Romanzof at 61°48'42'' N/166°6'5'' W, with the nearshore boundary defined by the 3-m isobath. <statement>A polygon was created through a series of data processing steps (vector data were projected in the Alaska Albers coordinate system, WKID: 3338, Authority: ESRI) using ESRI software. The southern extent in the Bering Sea is based on a generalized version of the estimated median May ice edge position line for the 30-year period 1990 to 2019, which was calculated by the Marine Mammal Laboratory using similar methods and data as used by the National Snow and Ice Data Center for the Sea Ice Index. This ice edge contour line was generalized to form a simplified line that retains the general shape of the original line, as described in the final rule. The outer extent (limit of US EEZ in the northern Bering Sea, Chukchi Sea, and a portion of the Beaufort Sea) was otherwise mapped using data extracted from NOAA Office of Coast Survey Maritime Limits and Boundaries of United States of America spatial data; however, a portion of the outer extent in the Beaufort Sea reflects exclusion of a particular area seaward of the shelf break that was excluded from designation based on national security considerations (see further explanation below).
Raster bathymetry datasets were used to derive the representation of the 3-m isobath (shoreward extent). These raster datasets are based on bathymetric data from a variety of sources of varying quality and coverage, and the underlying bathymetric data are sparse in some areas. For all but the area extending along the northwest tip of the Yukon-Kuskokwim (YK) delta and southward, the 3-m contour was derived from a 20 m x 20 m raster bathymetry dataset developed by the NOAA Fisheries Alaska Region. This raster dataset was smoothed using mean focal statistics with a 7 cell circular neighborhood (Focal Statistics tool) to create a less jagged appearance of the contour derived from this dataset. Depth contours derived from the 20-m raster dataset were complex and broken in shallow nearshore waters beginning along the northeastern YK delta and extending southward. The 3-m depth contour derived from the Alaska Regional Digital Elevation Model (ARDEM) dataset, which has a coarser resolution, was therefore used in place of the contour derived from the 20-m raster dataset for that portion of the contour line (contour portion from ARDEM was substituted extending southward from where it intersected with the contour from the 20-m raster dataset off the northeastern tip of the YK delta; this approach was used so as to use the contour from the 20-m raster dataset for most of the mapped area). The ARDEM dataset was smoothed using mean focal statistics with a 3 cell circular neighborhood (Focal Statistics tool) to create a less jagged appearance of the contour derived from this dataset.
The depth contour sometimes crossed over the shoreline based on the NOAA Continually Update Shoreline Product (CUSP) where available, and where not available, based on the ESRI World Imagery layer (https://www.arcgis.com/home/item.html?id=10df2279f9684e4a9f6a7f08febac2a9). In a few places the contour otherwise showed a consistent position and direction; in those places, the contour was manually edited to follow the position and direction before and after the locations where the contour crossed over the shoreline. Otherwise, because the CUSP data and imagery are considered more accurate than the bathymetric data, in places where the contour would otherwise cross over the shoreline, the contour was edited to follow the shoreline (i.e., the shoreline was substituted for the contour portion that would otherwise cross over the shoreline). In places where CUSP data were available, these shoreline data were used for this editing. In places where CUSP data were not available (some locations along the northern/eastern shoreline of Norton Sound) shoreline substitutions were made by heads-up digitizing using the ESRI World Imagery layer.
In locations where the depth contour extended into rivers and other tributary outlets that lead to the sea, these contour portions were edited to cut off in front of the waterway by drawing a line from the part of the contour on either side of the waterway’s entrance. In places where this also involved shoreline substitution because the contour also crossed the mainland shoreline, this same edit was made by drawing a line from the part of the shoreline substitution on either side of the waterway’s entrance. The depth contour narrowed and extended into a portion of the shallow, shoal waters of Hotham Inlet. This contour portion was edited to cut of where it narrowed seaward of the outlet of the Kobuk River, and the contour on either side was connected by a straight line. In locations where the depth contour veered shoreward across or through nearshore barrier islands that were separated by 500 m or less (eastern central Beaufort Sea and Elson Lagoon), these contour portions were edited to cut off in front of the barrier islands by drawing a line on either side of where the contour veered shoreward across or through those barrier islands.
The edited depth contour was smoothed (Smoothing Algorithm PAEK, Smoothing Tolerance 100m) and simplified (Simplification Algorithm Retain Critical Points, Simplification Tolerance 1 m) to remove insignificant vertices while retaining the shape of the line. The lines representing the outer and shoreward extents were combined and converted to a polygon. The area excluded from critical habitat north of the shelf break in the Beaufort Sea and islands (Alaska 1:63,360) were subsequently erased from the polygon. The polygon used to erase the exclusion area was developed from a map provided by the Navy (see final rule for additional information).</statement>
